The permit, filed Tuesday, covers "Area Development, Architectural, Structural, and Electrical Work" for the new ride, including a "Ride Vehicle Maintenance Building (779 s.f.), Attraction Slab, Modified Exit Queue, New Ride Cabinets and Systems, and (to) Provide Revised Barriers and Gates."
Disney closed the old Luigi's ride in February, less than three years after it opened as part of the Cars Land expansion in June 2012. The Flying Tires ran like massive pucks on an enormous air hockey table, where riders tried to maneuver their tires across the platform by leaning one way and the other. Not everyone got the hang of it, and Luigi's quickly lost appeal with visitors.
The new Festival of the Dance ride will use a trackless, local position system to guide dancing cars across Luigi's backyard. Insiders say that the system will be similar to the one that drives the Aquatopia ride at Tokyo DisneySea, minus the layer of water across the floor that creates the illusion that those ride vehicles are floating boats.
Luigi's Festival of the Dance is expected to open next year.

I think the dancing cars will be an improvement for theming, but I worry that they won't be different enough from the Mater attraction in ride experience to really distinguish them.
That said, I'll reserve final judgement until I actually ride it. At least they are finally doing something with trackless vehicles.
