I would suggest April (after Easter) since the spring break rush will be pretty much over. Since you're from New England, the weather should be more to your liking then also. It won't be so hot that you are uncomfortable, but it will still be warm enough for you to ride the water rides.
The only downside I can think of would be the potential for more rides being closed for maintenance. In the past, I've noticed a higher percentage of rides closed for maintenance and repair so the parks can get ready for the summer high season. Towards the end of May, most of the maintenance is done and more rides are available.

I'd recommend going the second half of May. Barley any rides are down for refurbishment, plus there's special events going on like Star Wars Weekends.

We go from the second half of April to the middle of May. Weather is basically good, not much rain, hot afternoons but cool mornings & evenings. Parks have decent crowds but lines at Disney & Universal are reasonable, though we noticed an uptick this past year of increased attendance at both Universal & Disney. Also, much longer lines for Disney's late magic hours, where in previous years the late magic hour lines were minimal. Avoid Magic Kingdom on early magic hour days, the park gets very overcrowded. Best to go to Hollywood Studios before the Star Wars activities start up since the park gets very busy and lines become much longer, unless you're a Star Wars fanatic. Epcot is beautiful with the flower & garden show. This year Universal extended their May hours, so both parks were open most evenings. Disney Hollywood Studios was also open later than in previous years and they had two showings of Fantasmic on most nights. There's really only a handful of rides down for maintainence at that time of year. On the whole, its probably the best time of year to go. If you are only going to Universal (Your post is a bit confusing) May would be best since the parks are open later. Easter is early in 2013 so you should have no problems overlapping the crowded holiday/spring break period in early April when hotel rates are higher and park lines are long.

My last few visits have been during the first 2 weeks of May. The weather has been great and the parks relatively quiet. Yes there are a few things down for maintenance but usually you can check what those are going to be way in advance and so can plan your trip around whether those attractions matter to you or not. The only thing to watch out for is the Grad nights which Universal are running around that time. Islands of Adventure was HORRENDOUS on Fridays as it was overrun by little darlings intent on swearing, shouting, running and generally behaving like animals for the day. Other days seemed to be fine- just Fridays that were terrible!
