This presentation title struck me as funny. It's a backhanded way of acknowledging that EPCOT has been a construction zone for nearly as long as my daughter has been alive. I guess it beats - EPCOT: Continually Under Construction or EPCOT: We're Never Going to Finish (and when we do, it will be so underwhelming you'll wonder why we even bothered in the first place).

Any thoughts on Disney, perhaps, reducing prices when a Park is more than, say, 10% under construction ?
There are possibly some younger visitors to EPCOT who think that "Pardon My Dust" is an attraction behind the boarding.
