Disney is well aware of this. They are well aware of all the things they dont have that the other parks do. The reason they dont have all the layovers that the parks do is because they are such a huge draw, and a huge year round park that they can not afford, really, to close down an attraction such as Haunted Mansion for 3 months every year.
I'm sure they've researched it quite well, but I dont think that NMBC is as huge in other countries as it is here, so them being the huge international draw from everywhere, they figure that it wont be such a popular draw for their overseas visitors. Personally I think they are mistaken, but they're disney....they dont make mistakes.......

I recall reading on (I believe) Jim Hill that one of the WDW bigwigs is steadfastly against doing the Holiday Haunted Mansion thing. Apparently he's a purist who doesn't want to muck up the classic attractions. Of course, that doesn't explain what Jack Sparrow is doing in POTC, but whatever.

First off its complete Bulls**t that they do not have a NMBC attraction at WDW. They have every other movie. They mamnged to put in a Lilo and Stitch attraction, by the way which totally sucks. Disney seriously needs to put in a NMBC ride it could be 4D like The Amazing Adventures of Spider Man at IOA. The possibilities for NMBC is endless.

Maybea small bobsled 9could be known as sleigh) coaster, mixed with a dark ride. Maybe similar to matterhorn reinacting NMBC scenes. Even a dark ride would be good. I love that rumour of the halloween event.

There is a "Ride System" going into the ABC theater at MGM and its rumored to be NMBC!

I really dont forsee them doing it. They are, and I'm going to get flack for this, Pixarizing the parks. Why put NMBC when they still dont have the Incredibles, or Ratatouille, and then Wall-E attractions?
As far as the halloween event....I'm going to wait until I see it. How far will disney be willing to go? Will it be a horror fest, or will it just be a chance to hang out with NMBC characters and a new parade...my guess is the latter..then again, they could bank off of a huge scary event because HHN is just so big and the lines are so bad, and they will only get worse.

The Halloween event will NOT be in the vein of Halloween Horror Nights... It will be a family event. It will be more involved and mature than the Not So Scary Halloween Party, but not by much and the Nightmare... parade that is being moved over from Disneyland Tokyo (or is it Hong Kong?) is going to be the centerpiece, so that should give a decent idea of its tone. Also, as mentioned above, there are rumors of a Nightmare... dark ride being put in at MGM within the next two years.

Well, I also believe that people come from all around the world to go to WDW. People were pretty ticked that the Haunted Mansion was closed down for updates. I would think they would want to keep Disney's "classic" rides the same. I think they learned their lesson with the Tiki Room
